Job Summary

As an Executive Special Assistant focused on Policy Development and Implementation, in shaping, communicating, and executing strategic policies. The Executive Special Assistant in Policy Development and Implementation formulates, analyzes, and executes policies and initiatives. This role involves strategic planning, research, communication, and coordination across various stakeholders to ensure effective policy outcomes. This position reports to the Chief Operating Human Resources Officer.As an Executive Special Assistant focused on Policy Development and Implementation, in shaping, communicating, and executing strategic policies. Essential Functions

50% Leads the development and implementation of strategies for addressing complex policy issues. Identifies potential risks and challenges associated with policy initiatives and develops strategies to mitigate them.
  • This involves setting clear objectives, defining key performance indicators, and establishing timelines for achieving goals, along with conducting risk assessments, scenario planning, and contingency planning.
  • Provides guidance and consultation to those engaged in policy development.
  • Ensures that research methodologies are rigorous, data sources are reliable, and analysis is thorough and unbiased.Takes a lead role in the development of new policies or the revision of existing ones.
  • This includes identifying policy gaps, conducting stakeholder consultations, drafting policy proposals, and assessing potential impacts.Builds and maintains relationships with key stakeholders, including District officials, employee group representatives, legal, and other agencies across the system.
  • Engages stakeholders in policy discussions, seeks input on proposed policies, and addresses concerns or feedback.
  • Provides senior leadership with evidence-based recommendations and analysis to support decision-making processes. Presents findings in clear, concise, and persuasive formats tailored to the needs of decision-makers.

30% Oversees the evaluation of policy initiatives to assess their effectiveness and impact. Monitors implementation progress, identifies lessons learned, and recommends adjustments or refinements as needed.
  • Stays abreast of emerging trends, best practices, and innovations in policy analysis and related fields.
  • Plans and organizes of assigned functional areas on behalf of executive leadership.
  • Routinely performs complex, highly visible, and politically sensitive research and analysis.
  • Leads and/or provides professional-level staff support to internal and external committees, task forces, and advisory groups that may include performing research, authoring documents and making presentations.
  • Prepares and presents reports, presentations, and other communication materials to convey complex policy issues, analysis, and recommendations to key stakeholders, including senior leadership and governing boards.
  • Fields inquiries and assists MCCCD Employees concerning policy manuals, policy and procedures, and overall MCCCD processes.
  • Makes recommendations to executive leadership concerning research, implementation of projects, policy changes, and program development.
  • Assists in the development and implementation of strategic plans and initiatives to enhance the effectiveness and efficiency of district-wide operations, considering long-term goals and objectives.

20% Provides oversight and management of complex, sensitive projects with District-wide impact, ensuring compliance with relevant policies, regulations, and standards.
Monitors compliance with relevant laws, regulations, and accreditation standards, and provides guidance and support to ensure adherence to established policies and procedures.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in public affairs, business, education, or field related to the area of assignment and five (5) years of management experience that includes oversight and management of complex, sensitive projects with organization-wide impact. Other related experience required includes providing top-level operational management, analysis, and policy development assistance in a highly complex enterprise such as an academic center, a university, or multi-site community college system.


OR

Associate's Degree from a regionally accredited institution in public affairs, business, education, or field related to the area of assignment and seven (7) years of management experience that includes oversight and management of complex, sensitive projects with organization-wide impact. Other related experience required includes providing top-level operational management, analysis, and policy development assistance in a highly complex enterprise such as an academic center, a university, or multi-site community college system.


OR

High School Diploma or G.E.D. and nine (9) years of management experience that includes oversight and management of complex, sensitive projects with organization-wide impact. Other related experience required includes providing top-level operational management, analysis, and policy development assistance in a highly complex enterprise such as an academic center, a university, or multi-site community college system.

Desired Qualifications

A. Possess a Master's Degree or higher in Public Administration or Human Resources Management, or a Juris Doctor (JD) degree from a regionally accredited institution.
B. Demonstrated experience collaborating and partnering with employee groups and complex organizational structures, including an ability to build and maintain relationships with employees across all levels of the organization that includes bringing a group to reach a decision, conclusion, or solution.
C. Demonstrated experience managing multiple projects with tight deadlines, providing good judgment, attention to detail, and prioritizing work as necessary while working independently.
D. Two or more years of experience in advanced research, development, and implementation of human resources policies or labor agreements with an understanding of legislative and regulatory processes.
E. Demonstrated ability to use technology and skilled at using Microsoft Word, Excel, PowerPoint, and Google Workspace.
F. Demonstrated experience using excellent organizational skills to work effectively under conditions of a heavy workload, frequent interruptions, and distractions while maintaining a strong commitment to customer service and deadlines.
G. Experience working with highly confidential information and maintaining discretion, staying abreast of issues that affect the workplace and policies that can mitigate or eliminate negative impacts on the organization.
