Position Summary:

The HSE Manager has key accountability for managing the HSE risks for the project development. The HSE Manager oversees the Contractor in the implementation of the Project specific HSE management plan. He will ensure the contractor provides a project and construction site which complies with the relevant Occupational and Safety legislation and the Project specific HSE requirements according to the project specific HSE management plan.

The HSE Manager will also ensure adequate staffing and training of the required HSE resources. Serve as a technical resource to provide direction on HSE policies/procedures, and for interpreting regulations and compliance requirements. Assist in providing strategic direction and management, people development, and HSE program development and implementation. Support Life Safety performance that is inclusive in the company vision and strategic plans. Directly supervise HSE Supervisors.

Primary Responsibilities:

  • Ensures the project management team and the (sub-)contractors are committed to the Worley Life Safety culture of caring philosophy including Life Conversations, Take5 and Life Saving Rules thereby creating a safe working environment.
  • If needed develop HSE standards, systems and procedures to support the project.
  • Subject matter expert for the project in terms of compliance with country, provincial and client requirements relative to HSE.
  • Develop and implement HSE training for the project including orientation, hazard analysis & safety leadership
  • Directs, develops, communicates, and implements the project's strategic goals in alignment with the project leadership team and client, develops HSE leading indicators and performance metrics.
  • Implement robust contractor management process including pre-selection, orientation and on-the-ground review of performance (informal & formal)
  • Ensure effective hazard & incident management processes are implemented including the use of the Worley Assurance system.
  • To foster partnerships with clients, and key stakeholders, whether project focused or not, to establish Worley as an industry leader in the HSE field.
  • Build, grow and maintain a strong HSE team to support the project
  • Implement effective Emergency Preparedness and Response plans aligned with Worley & Client Crisis Management Plans.
  • Work with Key Stakeholders to develop and implement a robust injury case management program.

Qualifications:

  • Experience, preferably at the HSE Manager level or higher required
  • Must have experience managing HSE in an engineering contractor role, ideally EPCM environment.
  • Demonstrated safety leadership experience required
  • Safety Advisor level 1 (Master degree) or HVK
  • Safety for Operational Supervisors Vol-VCA/SOS-SCC
  • Excellent interpersonal and communication skills with people at all levels of the organization.
  • Self-motivated with demonstrated experience in building relationships.
  • Solid communication skills, both verbal and written.
  • IT skills: advanced user of Microsoft Office applications
